AUBURN, Placer County — October 26, 2026. Auburn is nearing a decision point for its long-term land-use blueprint. The city published the Final Environmental Impact Report (EIR) for the proposed Auburn 2045 General Plan on October 14, with a City Council public hearing scheduled for November 9, 2026, at 6 p.m.
What a General Plan decides
A city’s General Plan guides future decisions about land use, transportation, community design, infrastructure, natural resources and public services. A long-term plan does not itself approve every future development project, but it helps define which proposals may be consistent with city policies.
The city’s announcement states that the Final EIR and other project documents are available to the public. The environmental report addresses the potential impacts of the broader planning framework. Publishing that document is an important step in the environmental review process; it is not the same thing as final adoption of the General Plan.
What is on the calendar?
Auburn scheduled a Planning Commission hearing for October 20 to consider a recommendation on the Final EIR and proposed plan. As of the city’s October 14 notice, the next listed City Council hearing is November 9 at 6 p.m., when council members are expected to consider certification of the Final EIR and adoption of the plan.
The city lists both hearings in the City Council Chambers at Auburn City Hall, 1225 Lincoln Way. Because commission recommendations and agendas may change, residents should review the most recent official meeting packet rather than assuming a proposal has been adopted.
Questions for Auburn residents
How could updated land-use policies affect future housing, historic districts and neighborhood character? Which roads and public facilities might need investment as the city grows? How should Auburn balance new business activity, mobility, climate-related hazards and open space?
Those questions are relevant to tenants, homeowners, entrepreneurs and surrounding Placer County residents. A General Plan decision is also different from the county’s separate planning authority outside city boundaries; readers should confirm whether a property lies within Auburn city limits.
How to check the decision and comment
The city says the November 9 hearing includes an opportunity for public comment. Primary source: City of Auburn — October 14 notice on the Auburn 2045 Final EIR and scheduled hearings. For updated meeting details, follow the city’s official website and meeting agendas.

Editorial note: The November 9 hearing was scheduled in the city’s October 14 notice; this publication does not claim the council has already adopted the proposed plan.
